The circular of our study group

In June 1969 the first issue of our circular of the study group appeared, published by the founder of the study group, Mister Horst Scherrer. He then wrote:

„Der Schwerpunkt der Arbeiten wird auf dem sog. Halb- und nachklassischen Teil von Rumänien liegen. Trotzdem soll die „Moderne“ – nach 1945 – nicht zu kurz kommen.“ = „We will place emphasis on the philately of the halfclassic and postclassic part of Romanian philately. Nevertheless modern times – after 1945 – should not be neglected.“

Several issues of our new circular, comprising just a few pages, appeared in rapid succession. In January 1971 already circular „R 11“ appeared. In November 1971 (in „R 12“) Horst Scherrer announced, that he resigns from being the leader of the study group and the publisher of the circular of the study group. His successor will be Mister Fritz Heimbüchler.

From January 1972 to September 2021 Fritz Heimbüchler (now honory president of the ARGE Rumänien) was the publisher of the issues 13 – 175, in a period of almost 50 years! These are more than 3 issues per year on average; a tremendous achievement! For a very long time the circulars were sent in a cream-coloured cardboard cover with imprint (see above).

Fritz Heimbüchler was a busy writer and could enlist many well-known philatelists for collaboration. Thus he achieved to enlarge the circular „Der Rumäniensammler“ to an important medium for research about Romanian philately. The main focus now was the stamps of the classic period 1858-1872 (first eight issues).

An index of contens will be published in the chapter „for members only“ (work in progress).

The publication of the „Rumäniensammler“ should be continued in 2022. It seems that „all“ knowledge is already published for some themes, but considering the many aspects of Romanian philately (see chapter 4), we see that many themes have not been treated in depth so far. The same can be said to the presentations at the symposia. We therefore really encoure interested philatelists to deliver studies about different themes for our circular „Der Rumäniensammler“ and thus to enlarge to knowledge about Romanian philately.

The members of the study group needed some patience until the new board could issue its first circular (no. 176) under new management. But we hope waiting was not in vain:

Our number 176 now contains 32 pages (plus 4 pages cover); an extent we have not seen anymore for more than eight years. Furthermore the contributions are from six different authors; we wish to repeat that diversity.

Number 177 also contains 32 pages, and we see three new authors.

We hope, all our members got their personal copy in the meantime. Inform us, if not.

Guideline for publications in the circular of the study group

The board 2022 really hopes to be in the position to treat a vast array of philatelic studies in the circular „Der Rumäniensammler“. Articles should be written, if possible, in German language, but we will gladly accept also articles in English, in French or Romanian. For such contributions (not in German) we wish a short summary in German; maybe the members of the board can assist the author in writing this (if desired). Articles in Romanian language should be sent to Mister Walter H. Wagner, who will discuss the adequate format of the text with the author and the leader of the study group. A very short summary in German should also be published.

Articles which surpass a limit of some 12 pages will generally be published in more than one issue of the „Rumäniensammler“ (after agreement with the author). As a general rule, every text from the author will be adopted by the publisher without text reduction; any exception from this rule will be discussed with the author in advance. Members of the ARGE may expect, their contributions will be published in the circular; eventually in parts, in due time. Contributions from non-members of the study group are, as an exception, accepted/welcomed; the board decides (as a unit) about the publication of such third-party articles.
